  Apparently when Oyster Pre-Pay is introduced, pre-pay will be at National Rail fares and will not be based on tube fares. Whilst it's annoying, how this could possibly surprise anyone I don't know. Transport for London has absolutely no control over National Rail fares, and until that change no Mayor of London - of whatever political allegiance - will ever be able to get such a system implemented. To do so is just wishful thinking.
